Rules of Welfare Waiting List
  1. Hiiu Ravikeskus Foundation is administering the treatment/welfare waiting list in its own database.
  2. Registering to the Hiiu Ravikeskus waiting list:

  3. Patient registered to the waiting list of the welfare center has to get the services with minimal time, guided by the medical necessity of the service and vacancies at the welfare center. Patients with similar requirements will be serviced under same conditions, taking into account that time for the service will be dictated by the urgency of medical condition of the patients.
  4. While registering the patient, following data will be entered:
    1. Patient's both names, social security number or the time of birth;
    2. The time of the planned reception or home visit by a nurse;
    3. The indication of planned medical procedure or service;
    4. The contact information of the patient;
    5. The contacts of referral doctor (if referred);
    6. The date of registration to the waiting list;
    7. The code of the registration to the waiting list, if the waiting period for the procedures and services exceedes the maximum time period indicated by the Estonian Health Insurance Fund.
      1. Registrations to the waiting list are coded subsequently:
        1. Code 62 - contraints of finances;
        2. Code 63 - the service provider's lack of capacity to perform;
        3. Code 64 - reasons indicated by the patient;
        4. Code 65 - reasons connected with the ability to perform services;
        5. Code 66 - other reasons.
  5. When changing the position in the waiting list (if the patient is moved forward or backward, or removed from the list), the date and the reason will be noted, as well as a mark of patient notification. The medical service provider is required to notify the patient with in a workday, that a change in the waiting list has been made (if the patient is moved forward or backward, or removed from the list).
  6. If the waiting period for a medical procedure exceeds six months, the service provider is required to notify the patient of his/her upcoming reception a month in advance.
  7. If the patient is registered to the waiting list at the facility of the service provider, registration ends with a written note of reception time and the name and phone number of the department or professional providing the service.
  8. If the patient is registered to the waiting list by telephone, e-mail or via the internet, the service provider has to notify the patient by phone or e-mail of the reception time and the name and phone number of the department or professional providing the service.
  9. In the occurrence of inevitable need for help, the nurse or doctor in charge will contact the ambulance, home nurse will contact the patient's general practitioner or the ambulance.
  10. After the acute need for treatment, the patient who has no relatives or who cannot cope with everyday life, can use the paid nursing service until the problem is resolved (negotiations with relatives, local authorities, nursing home).
  11. At the time of paid nursing, all health problems will be projected to the patients general practitioner and will be solved in collaboration with the nursing home's doctors and nurses.
  12. Paid nursing service is always provided if free beds are available.
  13. The medical service provider is required to report all the data about the waiting list to the Estonian Health Authority and Estonian Health Insurance Fund with in 3 wokdays, if requested.
  14. The report about the waiting list has to be submitted to Estonian Health Insurance Fund in accordance to the conditions and dates of the treatment funding contract.
  15. The rules of waiting list are reviewed once a year and changes made to improve the care for patients.
